Not everything works as planed.

The Fiends are the test subjects for Auctus Vis. With each trial the drug was more fine tuned, early subjects did not survive. The ones that did were giving other jobs. As their conditions became worse, they could not return to their families if they had them. These people were chosen so they could disappear and hardly no one would care.
